The Auditor presented to the County Council an Ordinance entitled An Ordinance Appropriating Money in the Drug Court Fund, Adult Protective Services, Crime Victim Assistance, Sexual Assault Treatment Fund, Plat Book Maintenance, Cornerstone Perpetuation Fund, Health Department, Highway and the County General Fund. COUNTY EMERGENCY APPROPRIATION NUMBER 4A WHEREAS, certain conditions have developed since the adoption of the existing annual budget that is necessary to appropriate more money than was appropriated in the annual budget for the various functions of the County Government to meet such extraordinary emergencies. SECTION I. The bulk of these requests are to cover the cost of document management software called Laser Fiche. The remaining will be used for regular office expenses. President Tischler wanted the other Council members to remember to think about spending the money now and then 2 years down the road have to spend more money for different software for another office. Mr. Ford also stated to the Council that at their last meeting they wanted to know how many affidavits the Health Department does per month and he said they did 5-6 affidavits a month, combined. John Richwine, Commissioners, stated to the Council that at budget time one of the mechanics slots were left out and there should have been 4 instead of 3, so the Highway was short that amount of money. They want to use one of the truck drivers slots that arent being filled and transfer it to the mechanics slot. Since the truck drivers slot is in a different department and you cant transfer from one department to another, the Council wants to continue this request. President Tishchler wanted to make it clear to everyone that the County is not financially flush with cash and contracts with the Unions have been approved that give employees raises over the next two years and for the Council to make that happen they must carry money over into next year and control this years spending as tightly as last year or more. Council approved a salary adjustment in Juvenile Court Services into 115-004-Probation Officer in the amount of $3,737.00 per mandated by the State. Mike Hershman, Planning Commission Director, requested new money of $14,511.00 be appropriated into 440-Machinery and Equipment for a new truck. Mr. Hershman presented to the Council a copy of the 2005 Annual Report from the Planning Commission. Greg Valentine, Green Township Assessor, requested new money of $1,000.00 be appropriated into 101-007-Green Township Assessor in the Township Assessing Department for him getting Certified to Level 2 Assessor/Appraiser, according to I.C. 36-6-8-6. President Tischler stated he thought the Council couldnt give a salary increase for an elected official in the middle of the year. Attorney Jim Wilson stated that the law says the Council cant reduce a salary in the middle of the year but can increase a salary. Mr. Valentine stated that there are very few Assessors that have this Level 2 but after this year it will be mandated for all Assessors to maintain this Level. President Tischler wants to table this request until the Council Attorney can check into raising an elected officials salary. Tim States, Court Administrator, requested new money of $20,295.49 be appropriated into 310-Professional Services within the Public Defenders Department. The state reimbursed the County this much. Rick Garrett, representing Sheriffs Department, requested new money of $25,779.00 be appropriated into 149-002-Dare Officer within the Sheriff Department for money already received for the Drug Free Grant to be used for 2 part-time Jail Officers salaries replacing the Dare Officer. Rick Garrett also requested new money of $30,000.00 be appropriated into 390-241-Medical within the Jail Department for outstanding medical bills. After some discussion on other resources to pay medical bills, motion to approve made by Dan Dykes and seconded by Mike Price. 5 Ayes 1 Nay (John Bostic, Jr.) 1 Absent Motion carried. Denny Williamson, Property Manager, requested new money of $19,000.00 be appropriated into 150-Part-time. Last month the Council transferred $1,800.00 from the 360-Repair and Maintenance to cover part time salaries. Since that was already transferred, President Tischler recommended the Council appropriate the difference of $17,200.00 into the 150-Part time. Ned Dunnichay, Coroner, requested new money of $79,055.00 be appropriated into 310-Professional Services for $29,000.00 on outstanding bills and $50,000.00 to last for the rest of the year. After discussion on when and why an autopsy is done motion was made by John Bostic, Jr. to approve $29,000.00 to cover outstanding bills and $10,000.00 for future expenses. Mr. Dunnichay, stated that he was looking into maybe setting up an account where the Coroner charges for autopsy reports and that money could be put aside just for the Coroners expenses. No representative from the CJC-CPTF was present at the meeting so the Council continued their request for a Salary Ordinance.
